Package from US to UK via USPS First Class International.?
I have order a fixed blade knife (blade length is 4 1/2" and overall length is 9") from US via USPS First Class International on 21st of May. The package is not delivered yet. I was wondering how much it would take for this item to be delivered and who is going to be delivering this item to me, is it going to be Royal Mail or other courier? And also I wanted to know if it is possible to check with Customs of UK about status of this package, whether they have banned it or not?

There is no tracking awailable for that type of delivery.
How should I know that it is in customs? and how and where I should contact them to pay this VAT?

Firstly, the item will be delivered by Royal Mail. The USPS is just the American postal service, therefore they use their equivalents in other countries - i.e: Royal Mail in the UK.
Mail is just like your luggage when you get off a plane, or your car when you get off a ferry. Its subject to scrutiny by Customs. All mail coming from abroad is screened at specialised sorting offices by Royal Mail staff under the supervision of Customs Officers. I used to work in one of these.
If there's any VAT or import tax owing on the item, Royal Mail will pay it. Your postman will then deliver a notice to your address saying that you have to go and pay them the tax plus an administrative fee. You'll usually do this at your local Royal Mail Delivery Office (this is the sorting office that your postman works from, and where you go to collect any parcels that you missed). You don't have to contact anyone, you just wait for the notice to be delivered.
If the item is illegal, it will be confiscated, but you may or may not receive any notice of this. The best way you can find out whether or not the item will be confiscated is to check the Customs website for import rules, or ring them up and ask them about the legality of your item (they won't know about the location of your individual item, but they will know about the law, or who to put you in touch with). You should probably have done this before you ordered the item, because there's no refund if it is seized.
Also, if the item is legal, sometimes they require certification and documentation, without which they are illegal. This is a problem when they are sent from countries without the same legislation.
