I have a stainless steel 440 folding knife, but the blade has some brownish, tiny specs on it that don't come off with water/ wiping. I assume it's rust; if not correct me and tell me how to clean it. Thanks 
It depends on the quality of the knife. If it's an everyday carrier then you can use 000 or 0000 steel wool. WD-40 also can work depending on what the stain really is.
If it's a knife you're proud of and want to keep in the best shape, especially if the knife is valuable, you'll want to polish it out. You can buy felt polishing pads to fit a grinder, a dremel type tool, or a standard drill. This would be my first choice. It may take a little longer, but you'll end up removing the stain without adding additional scratches to the blade.
