What kind of works do you think are established with a gold/silver/stone/etc. foundation God's eyes?
And what kind of works do you think are established with a straw/hay/etc. foundation in God's eyes when tested by the righteousness of heaven?
In the context of 1 Cor 3 Paul is talking about preaching the word and teaching others. He says that he laid a foundation and now it is up to others to build upon that foundation.
In that case, the straw and stubble would be errors (that are burned up and don't stand the test of time) and truth, which is like gold, silver, or previous stones. This should be a strong incentive to teach only what is true, but some men will inadvertently be led astray and teach things that are not. These may genuinely be Christians so Paul gives hope later down in the passage when he says that the man himself shall be saved but as by fire (or by the skin of his teeth).
This also brings to mind James 3:1 where it says that not many should be teachers because they receive stricter judgment: for they have the ability to lead not just themselves but many others astray.
