I saw this on cable between 1997-1999. It did NOT star Jet Li; he was not in the movie at all. The film was set in China during the early 1900's. It opened with a battle between a group of heros and the Japanese occupiers. The heros were Chinese martial artists, bald except for one long braid of hair. They had large tattoos on the upper part of their chests, which indentified their group. They fought using short swords which resembled very large Bowie knives. They didn't use guns...I think it was against their code of honor, or something like that. The Japanese, of course, fought with guns and katanas. There was a long, drawn out battle between the Japanese commanding officer and the main hero. As I recall, he died at the end of the movie.
I think the movie is "Once Upon a Time in China" and it did star Jet Li as the hero...
