So, Miss Arabail is correct, the difference between a frame lock is whether the handle of the knife is one piece, and the locking arm cut out of the handle slab, or if the handle is two part, with a liner and the lock is cut out of that.
Generally, it is thought that the frame lock is stronger. The primary reason for this is that when the lock is cut into the frame, then as you are gripping the knife you are assisting the lock, by squeezing your hand and helping to keep the lock engaged with the blade. In the case of a liner lock, your grip generally doesn't effect the lock, because the covers over the liners prevent you from compressing it. In fact, it can happen that when you grip the knife tightly the meat of your finger can get caught between the lock and the other handle slab, causing the lock to disengage. If the knife is well designed this shouldn't happen, but I've certainly run into it.
