Pittsburgh cannot get anywhere near the dollar amounts that other teams in the league are offering to Sundin. Considering that he was offered $20M over 2 seasons from Vancouver, it's a safe bet that the union would block him from signing for even $5M per year with the Pens. They already have a #1 and #2 center, Sundin is the last thing the Penguins need.
The Leafs need to make major changes, they remain years away from being a legitimate contender and a 38 year old center does not fit those plans. Given where the team is along with the way the league works now, the smartest thing they could do is allow him to leave. They are not going to win anything while Sundin is still playing in the NHL regardless of which team he decides to play for.
Sundin will sign a contract somewhere and yes, he deserves one.
