Is this a decent knife?

It's hard to judge the quality of a knife by a picture, but from what I see and the description given, I would say probably not. It looks to be just another no name, China made knife. 440 steel is a somewhat soft steel and will usually dull quickly. For not much more you can get a much higher quality knife.
