What exactly does "jump rated" mean in terms of tactical gear, especially knife sheaths?
Who determines what is jump rated? What are the criteria for a knife sheath or other gear to be jump rated?

When referring to knife sheaths as "jump rated" they are talking about knife sheaths that are made from kydex. Kydex is a plastic like material that is extremely tough.
Unlike a leather sheath the blade of the knife will not puncture a kydex sheath. Any sheath that can be punctured is a safety hazard during an airborne operation and should not be jumped.
