Probably. Most likely it needs to be properly cleaned and lubricated, but it may also need to have the mechanism adjusted to allow the key carrier to move the correct distance for the upper & lower case settings. It's near impossible to explain how to adjust it over the internet unfortunately. You can certainly take it apart and see what you can see on your own, but if you're not familiar with it, you would be better off to find a good old-time tech that knows how to fix the old manual typewriters properly, or a really good, mechanically inclined person to take a shot at it.
