Which sword should I buy?
I'm looking for a cheap, fully functional sword. Trying to decide between these two.
Ninja Warrior Sword 30$
Stretches 33 1/4" overall with a fully functional 1/2 tang 420 stainless steel 23" blade.

Shinwa Royal Emperor Katana Sword 70$
Measuring 43 1/4” overall, this katana features a hand forged and heat treated 29 1/2” blade crafted from 1060 high carbon steel.

These are the best swords I found that are on closeout sale. Or you can suggest me another sword under 100$, so which will it be?

You may be right, but I came across an article that says otherwise, about stainless steel vs carbon steel swords, tell me what you think. But yeah, I figured I would not be able to get a quality sword for cheap, I guess I do want a sword just for form and practice.

You do not want any sword that has a stainless steel blade. Stainless steel swords shatter. Many people have been seriously injured by them.
Sorry to say but you won't get much for $100. The cheapest katana that I know of that are even worth having are over $220. Even then they are far from being really good katana.
The subject of Stainless steel swords shattering has come up several times in the last years or so on Y/A. there are many documented cases of people being injured by them. It is many times the person using the sword.
If you are willing to spend at least $220 or more I can recommend where to look. Otherwise cheap swords use cheap materials and are not constructed well. They are only good as decorations, but never for use.
