Where could I find hair bows and headdresses (not the Native American kind), or petticoats that are lolita?
I've recently really gotten into the Japanese Lolita style of clothing, and find myself at loss at the fact that the style isn't popular here in America, so there aren't many places to get pieces that are in many outfits of the sort. I'm not looking for cheap plastic bows you can find at Hot Topic, but actual bows that look half decent and not "scene." =/
And all petticoats I can find are either the length of the average belt (AKA micro-mini), or floor length, and lacking vintage/victorian details such as lace.
Well, I actually can find some online places that carry such items, but they are all expensive. Like 30 dollars for a clearance headdress. >.>

You have only two options if you want to be a lolita, you need to learn to sew or buy on the internet.
Buying on the internet is easy and if you do your research it's not hard to find out which websites you can trust. (Please don't use eBay. At all. I don't care what percentage positive feedback the store got.) You're just going to have to recognize that lolita fashion is expensive. Period. If you want it, that's what you're going to have to pay. The cheapest place is http://www.annahousefashion.com , their accessories are about ten dollars, (the prices are in Hong Kong dollars) but their shipping is high since they're in Hong Kong. The more you buy, the better shipping will be, though. So get yourself a full outfit as opposed to one or two accessories, to make it worth it. http://www.inthestarlight.com is a little more expensive than Anna House, but their shipping is more reasonable. So if you only want a headdress, this is the place to go.
Making your own clothing is self-explanatory. You can get a few patterns from the GLBs, which you can get at Borders or at http://www.amazon.com.
